In 1970 graduated (cum laude) from Kiev State University as a philologist, then - from Central Institute of Intellectual Property (Moscow).
From 1973 worked at Kiev Center for Patent Services.
In 1992-1996 worked as a Deputy director of R & D Center for Patent Examination of the Ukrainian Patent Office.
From 1996 till 2000 - Deputy Head of the Ukrainian Patent Office.
In 2000 was a director of the Ukrainian Institute of Industrial Property.
In January 2001 joined "Gorodissky & Partners" (Kiev) as a Deputy Director.
Mr. Novikov has substantial experience in issues related to drafting and filing patent applications, examination procedures, both formal and substantial, in particular, to organization and methology of patent examination.
Speaks French, English and Ukrainian.
Leisure - fishing, gardening.
